After the close of an unprecedented 45-day extension of the 2025 legislative session, it has been a quiet summer on the state policy and regulatory front. There have however been some shake-ups in the political landscape with Senator Blaise Ingoglia being appointed to fill the vacant cabinet position of Chief Financial Officer and Senator Jay Collins being tapped to serve as the new Lieutenant Governor.
These appointments leave two vacant Senate seats which the Governor will soon be setting Special Elections for as we head into the start of the 2026 legislative committee meetings which begin in October. Former Representative Ralph Massullo is the frontrunner in the open seat for the open Ingoglia seat and DBPR Secretary is rumored to be eyeing a run for the open Collins seat. Two vacant Senate seats could influence key policy priorities, and growing interest in Public Service Commission reform may shape upcoming rate cases.
