March 9 Legislative Update & Bill Tracking
The 2023 Legislative Session is officially underway!
This week marked the beginning of the 2023 Legislative Session. The legislature hit the ground running, as hundreds of bills were filed by the noon, Marth 7th deadline. The Governor, in his State of the State address, vowed to work with the legislature to ensure Florida is where “woke goes to die”. As bills begin working their way through committees, one can readily see that this year’s focus includes improvements to infrastructure, tort reform, unwinding the COVID-19 Public Health Emergency, Constitutional carry for gun owners, and a massive expansion of affordable housing opportunities.
With her top priority of affordable housing legislation poised to pass the Senate floor, Senate President Kathleen Passidomo opened the legislative session stating, “These are not dark days- these are great days.”
House Speaker Paul Renner (R-Palm Coast) in his opening remarks identified his priority in “defending the right to life,” pushing his pro-life viewpoint. Among his top priorities are eliminating Diversity Equity and Inclusion programs in universities, supporting law enforcement, and passing landmark school choice legislation.
FlaSEIA is currently monitoring 54 bills related to energy. No stand-alone bill related to net metering has been filed for this session. While welcome and positive news, FlaSEIA will continue to monitor all energy related bills for possible net metering amendments.
One bill of specific concern to FlaSEIA is HB 1185 by Representative Mike Giallombardo and Senator Nick DeCeglie. This bill is a consumer protection package from Chief Financial Officer Jimmy Patronis. The proposed legislation would add additional disclosures to the existing requirements related to homeowners insurance.
290 (24) A statement in substantially the following form: "You
291 should consider the age and remaining life of your roof prior to
292 installing a distributed energy generation system. Replacement
293 of your roof may require re-installment of the distributed
294 energy generation system."
305 (27) A statement in substantially the following form:
306 "Placing a distributed energy generation system on your roof may
307 impact your future insurance premiums. You are responsible for
308 contacting your insurance carrier, prior to entering into a
309 purchase or lease agreement, to confirm whether your current
310 policy or coverage will need to be modified upon installing the
311 distributed energy generation system onto your dwelling.
FlaSEIA along with other solar industry stakeholders have been in discussion with the CFO and his staff regarding this language to educate them on the industry and the current disclosure requirements already in law. We will continue to work with the CFO and legislature on this redundant requirement.
FlaSEIA will be monitoring the legislative process to ensure the solar industry’s voice is heard over the next 60 days.
